Award-Winning “Independent City” Program Returns to Empower Foster and Homeless Youth

LANCASTER, CA – April 18, 2025 – Last week, Eastside High School transformed into a bustling metropolis as 150 foster and homeless youth from across the Antelope Valley Union High School District (AVUHSD) participated in the annual “Independent City” event.

From 8:00 AM to 1:30 PM on April 12, students experienced a comprehensive simulation of adult life, navigating everything from housing applications to transportation decisions while managing a budget based on their assigned adult profiles.

Independent City is designed to give our most vulnerable students practical experience with the challenges they’ll face after high school. Matt Case, who was honored at this year’s event for his visionary leadership, created the program to help foster prepare for emancipation and independent living.

The award-winning program, which recently earned the prestigious Golden Bell Award from the California School Boards Association (CSBA), partnered with local businesses and community organizations to create a realistic urban environment. Students visited stations including City Hall, County Offices, a bank, housing agencies, transportation services, a general store, and post-secondary education resources.

Former professional skateboarder and motivational speaker Preston Pollard delivered the keynote address, inspiring students before they embarked on their journey through the mock city. Each participant received a randomly selected adult profile detailing their education level, career, monthly income, and family status.

“Our students obtain amazing life-skills from participating in our Independent City event. I’m told by students that the event offers them knowledge they’ve never thought they’d need.” said Yasmin Dorado the  Coordinator of Student Services. “Independent City allows students to learn lifelong skills as well as engage with others outside of their own schools.” 

Students worked with assigned mentors in small groups to complete tasks at each station while managing their provided budget. Those who successfully navigated all stations while staying within their financial limitations received prizes.

The day concluded with lunch and an exciting raffle featuring donated items including Lakers and Dodgers tickets, electronics, luggage, headphones, and gift cards.

Transportation, breakfast, and lunch were provided for all participants, who were invited by their school counselors and fellow foster youth through the Resilient Scholars program.

According to post-event surveys, students found the experience valuable for their future planning. Data collected will be shared with district leadership and the school board of trustees to continue refining this impactful program that addresses the unique needs of foster and homeless youth in the community.
